Ten days after the lockdown began, chief minister Pramod Sawant’s much-touted home delivery system has turned out to be a damp squib. The state administration has virtually abdicated the task of distributing groceries and other essential goods, instead preferring to outsource it to local politicians. Thus, the common man is forced to rely on the mercy of his elected representative — MLA, councilor or panch — for his daily bread. Criticism has steadily been growing that local netas have leveraged the situation to their political advantage.
